The proposals cover decentralization, resource mobilization, and urban governance models and are expected to clear long-standing infrastructure bottlenecks and open new development space for Vietnam’s three major cities.
Lawmakers voiced strong support for establishing breakthrough mechanisms to enable Hanoi, Da Nang and Ho Chi Minh City to develop rapidly and sustainably in the new period.
They stressed that the mechanisms must be focused, well-targeted, aligned with each city’s resources and development needs, and consistent with the 2013 Constitution and international treaties to which Vietnam is a signatory.
A thorough review is needed to ensure transparency in land and financial mechanisms during project implementation, particularly for transit-oriented development (TOD) projects in all three cities, deputies said.
