The memorandum of understanding was signed at a ceremony in Havana by US Transportation Secretary Anthony R.Foxx and his Cuban counterpart Adel Yzquierdo. US airlines will have 15 days to propose flights to the Department of Transportation for approval. The agreement allows 20 regular daily flights to Havana. Flights are expected to begin in the fall. The two governments pledged  to protect civil aviation based on international conventions and standards which Havana and Washington have signed.
