The informal document reiterates the goals of the Glasgow Climate Pact adopted last year towards phasing out coal-fired energy and gradually eliminating ineffective fossil fuel subsidy programs.

The draft does not call for a complete reduction of fossil fuels as suggested by India and the European Union (EU).

It stresses the need to exert all efforts to reach the goal of limiting global warming to below 1.5-2 degrees Celsius compared to the pre-industry level.
