Nghi said circulation of the map and the announcement of the master plan violate Vietnam ’s sovereignty over the Hoang Sa and Truong Sa archipelagoes and Vietnam’s sovereignty and jurisdiction in the East Sea. He added that China’s actions violate international law, the basic principles for settling Vietnam-China sea-related disputes, and the spirit of the Declaration on the Conduct of Parties in the East Sea (DOC). Nghi said China’s acts will raise tensions and complicate the situation in the East Sea, calling them totally valueless.
