ASEAN needs cooperation, determination to achieve legally-binding COC

(VOVWORLD) - ASEAN needs to speed up negotiations towards the signing of a legally binding Code of Conduct in the East Sea (COC), said senior research fellow Veeramalla Anjaiah of the Center for Southeast Asian Study in Indonesia.

He talked to a VOV reporter on the 40th anniversary of the United Nations Convention on the Law of the Sea (UNCLOS) and the 20th anniversary of the Declaration on the Conduct of Parties in the East Sea (DOC).

The UNCLOS is considered the constitution of the sea, laying out a comprehensive order and regulations for managing the sea’s resources and resolving territorial maritime disputes, while the DOC is the first political document between ASEAN and China to address regional disputes over the East Sea, but the DOC's lack of binding force makes it ineffective, he said

The UNCLOS was signed on December 10, 1982, and has been accepted by 167 countries and the EU, while the DOC was signed on November 4, 2002.
