National Assembly Chairman Tran Thanh Man said the question time centered around issues that concern voters and National Assembly deputies, affirming its role as an effective oversight channel of the National Assembly.
“Cabinet members proposed many solutions to address existing challenges," he said.
In response to lawmakers’ questions, Prime Minister Pham Minh Chinh emphasized that the focus of institutional reform is decentralization and delegation of power, paired with resource allocation and implementation capacity.
"Institutions are the driving force for development, and breakthroughs must come from institutions. Institutions must serve management while encouraging innovation among the people and businesses," Mr. Chinh said.

The Prime Minister said clean, green, and sustainable development is the guiding star for successful digital transformation. The Government is finalizing the legal framework, particularly the Law on Data and the national database, to facilitate data sharing and prevent resource waste, according to the Government leader.
He said the Government will strongly promote innovation and the startup ecosystem, ensuring at least 20% of the state budget is allocated to education and training. The Government will also develop priority policies, including financial incentives, to attract investment from tech giants.
The Government is considering the resumption of the nuclear power project, and will continue aggressively developing offshore wind power, PM Chinh said. The Electricity Law should be revised to expand power sources and transmission infrastructure.
