The event brings together top kite makers from across the country for activities which are due to take place until April 23.
More than 80 traditional kites are being showcased at Tu Tuong Park, with each one featuring different sizes, types, and colours.
Some of the kites on show resemble dragons, phoenixes, peacocks, butterflies, swallows, crows, hawks, roosters, and goldfish.
At Phu Van Lau and Ngo Mon Square in the afternoons between 2 p.m. and 5 p.m., kite clubs will fly the kites in an activity called "Vietnamese wings".
The festival is set to include several kite flying shows, an exhibition of beautiful kites, along with workshops on kite making and decoration.
There are also sidelines activities taking place, including traditional games, a kite making contest, and a kite painting contest for children.
The festival aims to honour and develop the traditional crafts used within kite making.
It will also help to diversify the range of tourism activities on offer for both domestic and foreign travelers visiting the city.
The event is part of wider efforts to make Hue busy with festivals throughout the year in the buildup towards the Hue Festival 2022.
