Last November Ninh Thuan province issued a Resolution on digital transformation for the 2021-2025 period, with a vision to 2030. It covers three pillars – digital government, digital economy, and digital society, intending to renovate the management and administration of the government apparatus, production and business activities of enterprises, and people's way of living and working in a digital environment.
The province has identified a number of priority areas for digital transformation, focusing on healthcare, education, agriculture, transportation, logistics, e-commerce, energy, natural resources, and the environment.
Ninh Thuan is accelerating transformation in the banking and financial sectors to build an e-finance and a modern financial foundation and applying digital technology in the customs, treasury, finance, and banking industries.
Nguyen Van Sy, Director of Ninh Thuan province’s IT and Communication Center, says: “After adopting the Resolution on digital transformation for 2021 with a vision to 2030, Ninh Thuan province has carried out an action program and implementation plan. Departments, sectors, and localities have their own action plans to carry out the Resolution on digital transformation in the 2021-2025 period, with a vision to 2030. The Department of Information and Communication has advised the Provincial Committee to develop and implement digital transformation projects.”
Ninh Thuan province has applied information technology to deploying e-government, digital economy, and digital society; established live video conferencing systemsconnecting the central, provincial, district and commune levels, and put into operation the Center of Cyber Safety and Security and Smart City Management.

The province has introduced 1,400 provincial administrative procedures, including 1,300 online public administrative procedures, and integrated more than 860 administrative procedures on the National Public Service Portal, meeting 100% of the government's requirements.
Nguyen Huu Danh, Deputy Director of the Ninh Thuan Provincial Public Administration Center, said: “Digital transformation is a key task and a driving force for provincial development. First, the Center of Public Administration has increased communications to instruct people to register online. Second, the Center has staff to help people to change from making paper records to electronic records. Third, we have coordinated with provincial departments and sectors to run communications programs on the convenience of online applications. People’s participation is an important part in boosting digital transformation.”
Ninh Thuan has issued incentive policies to attract investment of digital technology businesses with priorities given to promoting e-commerce in agriculture, tourism, healthcare, education, transportation, resources, and the environment. The province has worked out a roadmap and plans to create a foundation for businesses to grow quickly and sustainably.
The province has signed cooperation agreements to on digital transformation acceleration with large corporations such as FPT Joint Stock Company, Vietnam Telecommunications Group, and Viettel Group. These show the provincial government’s strong determination to accelerate digital transformation.
Le Nguyen Le Vi, Chairman of the Board of Directors of the Ninh Thuan Hoa Sen System, said: “Implementing digital transformation is an important decision, a timely move that benefits activities of Ninh Thuan province and its businesses. I recommend that businesses immediately apply a digital transformation model to reduce costs and time and access information quickly. Digital transformation will also help businesses grasp opportunities in a timely manner.”
By 2025, Ninh Thuan aims to develop a digital government with 100% online public services at level 4 (the highest level of public administrative services and other services of state agencies operating on the cyber space) and a digital economy that will account for 20% of GRDP. The province intends to be in the top 15 leading provinces in term of provincial digital government development.
By 2030 Ninh Thuan will strive to have 100% of work records processed online at the provincial level, 95% at the district level, and 80% at the communal level. It will popularize the 5G mobile network and have 80% of the population using e-payment accounts. By 2030, digital economy will account for 30% of Ninh Thuan’s GRPD. The province will build a smart Phan Rang-Thap Cham city and strive to be one of the top 10 leading provinces in digital government development.
Despite numerous difficulties and challenges, Ninh Thuan’s administration, businesses and people are determined to make the province’s digitaltransformation successful.
