In 2024, Vietnam needs to accomplish its regular tasks with better results and settle issues pending for several years and several tenures while also responding to unforeseen developments.
New growth drivers promoted
Prime Minister Pham Minh Chinh told the conference: "It’s important to focus on promoting growth, ensuring macro-economic stability and major economic balances, and managing monetary policies in an effective, timely, and flexible manner in coordination with fiscal and other policies. We need to strengthen traditional growth drivers, including investment, export, and consumption, and promote new growth drivers, including regional connectivity, science and technology, innovation, digital transformation, green transition, and new industries like semiconductors and hydrogen."
The Prime Minister emphasized the need to restructure the economy practically and effectively, focusing on restructuring weak credit institutions, quickly resolving loss-making projects, and promoting regional connectivity.

In 2024, Vietnam will also accelerate key transportation projects, especially Long Thanh international airport and the North-South high-speed railway project. To become a hub for semiconductor chip manufacturing, Vietnam will promote the development of high-quality human resources and science and technology, aiming to provide 50,000 to 100,000 high-quality human resources for the semiconductor chip manufacturing industry by 2030.
The Government will also focus on recovering and boosting processing and manufacturing industries in order to raise industrial production growth to 7-8% in 2024, and the export of high-tech products to 50% or more of total export value. Vietnam will continue to implement the program of 1 million hectares of clean, low-carbon rice production.
The country will also drastically and urgently accelerate the Action Program to implement its COP28 commitments and the Political Declaration on Just Energy Transition (JETP), at the same time comprehensively promoting foreign affairs and international integration.
With the Party and State’s consistent viewpoint of considering the people the center, the subject, the goal, the driving force, and the source of development, Prime Minister Chinh stressed the need to effectively ensure social protection with special attention to the poor, vulnerable groups, and people in remote and island border areas.
Striving to achieve optimal results
With 2024 promising to be even more difficult than 2023, the Prime Minister asked sectors, localities, and administrations all levels to strive with determination to realize goals and tasks.
"We’re determined to overcome all difficulties and challenges, tackle difficulties to promote production, and ensure that the people and businesses benefit from incentive policies. We’re determined to do our utmost to achieve optimal results in 2024,' said the Prime Minister.
Prime Minister Chinh said the tasks set for 2024 are intrinsic to the goals set out under the Resolution of the 13th National Party Congress. He asked cabinet members, heads of Government agencies, and Chairmen of local People's Committees to make their best effort to complete the socio-economic development goals for 2024, in order to successfully implement the 5-year socio-economic development plan until 2025.
