Streamlining the apparatus: an urgent task for national advancement

(VOVWORLD) - At the national conference on Sunday on reviewing Resolution 18 of the Party Central Committee, General Secretary To Lam emphasized the urgency of restructuring the political system's apparatus to enhance its effectiveness and efficiency. He said this task is of paramount importance, requiring the highest determination and coordinated efforts across the political system.

Since the 10th Plenum of the Party Central Committee in September, the political system has operated with renewed vigor and speed to foster socio-economic development and improve people’s lives. During this period, the Politburo and the Secretariat convened at least 10 critical meetings to address 100 major issues, including clearing longstanding obstacles and resolving newly arising challenges.

A difficult but essential task

General Secretary Lam acknowledged that the goal of streamlining the apparatus has been raised in multiple National Party Congresses, particularly since the 12th Congress. This shows that the Party has been aware of the importance of the task but previous efforts have fallen short of expectations.

The Party leader urged all levels and sectors to maintain a strong determination to realize the policy. He said this task is of special importance and a revolution in streamlining the political system.

"The reform does not mean merely reducing the scale but also raising the quality of the political system. Leaders of Party Committees and agencies need to set an example and be resolute in fulfilling assigned tasks. Those at the central or provincial level should not wait for the district level. The district level should not wait for the grassroots level. The central level sets the example, and the local levels respond," said the Party leader.  

Party leader To Lam asked all levels and sectors to closely follow the plan and roadmap to ensure timely progress. A comprehensive plan for restructuring the political apparatus should be submitted to the Party Central Committee by the first quarter of next year.

The General Secretary emphasized the need to act urgently while maintaining caution and adherence to principles. Reform plans should incorporate insights from practical reviews, expert analyses, and international experience.

He underlined the principle that one agency may perform multiple tasks, but each task should be assigned to only one agency to avoid functional overlaps and to clarify areas of responsibility. He said reform must align with the Party's leadership reform policies, administrative reforms, decentralization, digital transformation, and public service optimization.

Mr. Lam said: The new apparatus must demonstrate improved effectiveness over the old one and be put into operation immediately, with no interruptions to social or governmental activities. Streamlining involves eliminating unnecessary roles, reallocating resources to priority areas, and building a workforce capable of meeting the demands of the tasks at hand.

General Secretary To Lam urged leaders at all levels to take responsibility before the Party and people and prioritize this reform, ensuring its timely completion. Success in streamlining the political system will accelerate progress toward the goals of 2024, 2025, and the 13th Party Congress term, while laying a solid foundation for the upcoming 14th National Party Congress.

The drive for a comprehensive and urgent revolution in streamlining the political apparatus has garnered widespread public consensus.
