As of December 5, there were 1,628 homes destroyed by recent floods and needing to be rebuilt.
At an online meeting with provincial leaders on November 29, Prime Minister Pham Minh Chinh said: “We’re launching the Quang Trung Campaign with a spirit of speed and boldness in housing reconstruction. The campaign has two targets. First, by December 31, 2025, repairs for damaged houses must be completed. Second, by January 31, 2026, all destroyed homes must be rebuilt.”
The “Quang Trung Campaign” is spreading quickly across Dak Lak province, where recent storms and flooding completely destroyed 700 houses and heavily damaged 1,400. The province will begin construction on 61% of the destroyed homes this week.

At the campaign’s launch ceremony on December 1, provincial People’s Committee Chairman Ta Anh Tuan said: “We are committed to finishing repairs before December 31, 2025, and completing all new houses before January 31, 2026. We’ve prepared several housing models to help residents rebuild. At the same time, we’ll mobilize resources from state funding, central and local governments, private donors, and the public. Besides building homes, we will also construct around 300 flood-resistant community centers where residents can take shelter during storms and flooding.”
In Hue City, construction began Saturday on 5 new homes for low-income families in Khe Tre and Loc An commune, alongside repairs for 9 severely damaged houses.
Vice Chairman of the Hue municipal People’s Committee Tran Huu Thuy Giang said: “Hue city is coordinating with relevant agencies to rapidly rebuild and repair homes for families affected by the floods. With nationwide donations and support from the Disaster Prevention Fund, we are repairing damaged houses and mobilizing armed forces and various organizations to help families return to normal life.”
The Navy’s Region 4 Command has deployed forces for the “Quang Trung Campaign,” sending 40 teams to work with the Military Commands of Khanh Hoa and Dak Lak province to repair homes or build new homes for affected residents.
