The quality of elected deputies is measured by not just personal reputation and professional status, but also political integrity, policy-making capacity, and ability to contribute to major national decisions.
Representation of the voice of the voters
The National Assembly is mandated to propose, discuss, and enact laws to shape national policy. Emerging issues like the digital economy, the green transition, and advances in science and technology require elected deputies to play an increasingly important role.
To effectively represent the people, elected deputies must have a strong political resolve, the ability to understand arising issues, and a modern policy mindset. Only deputies who understand social realities and people’s concerns can accurately analyze the issues that matter most to voters and effectively improve the legal system.
Associate Professor Dr. Tran Van Do, former Deputy Chief Justice of the Supreme People’s Court, said: “We should learn about the candidates and vote for those who have sufficient credibility to make laws, discuss and decide the country’s most important issues, and perform oversight on all areas of society.”

Nguyen Van Phuc, former Vice Chairman of the National Assembly’s Economic Committee, said: “When deciding national issues and matters that fall within the purview of the National Assembly, the political vision of future National Assembly deputies is extremely important. To decide major issues affecting the country and people’s livelihoods, they must have professional expertise in economy, finance, law-making, the environment, science and technology, cultural and social affairs, and education and training.”
Responsibility in implementation
During an election campaign, the candidates’ action programs are a primary way for voters to evaluate their capacity and level of commitment. Voter Nguyen Van Chinh of Long Bien ward said: “The candidates have presented their action programs, which are the basis for voters to make a choice and later monitor how well candidates fulfill their commitments once elected.”

At voter meetings, many candidates have emphasized their responsibility to align legislative activities with the practical needs of localities. Nguyen Duy Ngoc, Secretary of the Hanoi Party Committee, said: “We aim to create breakthroughs in socio-economic development, continuously improve culture, healthcare, education, and training, and enhance the material and cultural life of the people. Our goal is to build a cultured, civilised, modern, and happy Capital, a place worth living in and worth visiting, that is the heart of the nation.”
Tran Cam Tu, a standing member of the Party Secretariat and a candidate for the 16th National Assembly in Da Nang, told a voter meeting: “If entrusted by voters to serve as a deputy of the 16th National Assembly, I pledge to consistently pay attention, monitor developments, and contribute opinions and practical solutions to effectively implement the city’s socio-economic development programs. Together with the city’s National Assembly delegation, I will act as a bridge between the locality and the National Assembly, the Government, and central ministries and agencies in addressing and resolving local difficulties and obstacles.”
The election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term is taking place just as Vietnam is entering a new stage of development with many ambitious goals and aspirations. The decisions made in the coming term will have far-reaching impacts on all areas of socio-economic life.
