The meeting with 63 outstanding nonprofessional inventors was part of activities to mark Vietnam’s Scientific and Technological Day, May 18. The event honors knowledge and innovation, inspires a passion for work and invention, and illustrates the Party and State’s concern for promoting scientific research and technological application for national development.

Due attention given to scientific and technological research application

The Party and State have placed special importance on scientific and technological research and application, including encouraging the people’s dynamism, innovation, and invention. Education has been crucial to improve general knowledge and develop human resources to lay a foundation for scientific and technological study and invention. People’s infinite potential and creativity have been promoted in all sectors.

Acknowledging the role and ability of non-professional inventors, the Ministry of Science and Technology has urged the government to adopt policies and mechanisms to create a favorable environment for all citizens to innovate and improve productivity. The Ministry has supported non-professional inventors in creating ideas, conducting research, producing new products, and setting up businesses. Minister Nguyen Quan said: “In 2012 the government issued a Decree on Initiatives, which specifies what people can do, what the administration should do to support the people, and how to share study results. We asked 63 Departments of Science and Technology to take into consideration people’s initiatives and support them. If the work is beyond their jurisdiction, they must report to a higher administrative level. Several innovative ideas have been verified, supported, and promoted at technological and equipment fairs. Many people have established enterprises for their own products.”

Generating conditions for scientific and technological research

During the meeting with non-professional inventors, Prime Minister Nguyen Tan Dung said national achievements in recent years are driven by the people’s intelligence, creativity, and technological study. While Vietnam is improving its market economy institution and integrating into the global economy, creativity and scientific and technological research are decisive factors in increasing productivity, efficiency, and national competitiveness.

Mr. Dung stressed the relevance of technology to sustainable socio-economic development and national industrialization and modernization. He urged the Ministry of Science and Technology, sectors, and localities to help legislative agencies build appropriate policies and mechanisms for technological research and application in production. Prime Minister Dung said:“It’s necessary to design appropriate policies to stimulate scientific research and technology application to raise production and improve people’s living conditions. We will focus on capital access, marketing products abroad, and protecting intellectual property rights. We have to support enterprises with land for production, outlets for products, and tax incentives.”

Prime Minister Dung praised innovative movements nationwide and expressed his hope that scientists and non-professional inventors will promote their knowledge and creativity in production and business, contributing to a strong, independent, and prosperous Vietnam.
