In the past 80 years, under the leadership of the Party, the Vietnamese Government has fulfilled every mission entrusted to it by the Party, successfully steered the nation to victory in its resistance wars, and continued to build a solid foundation for the country to advance into a new era - an era of rising power, prosperity, and civilization.
80 years of the government with one journey, one goal
On August 28, 1945, the provisional government of the Democratic Republic of Vietnam was established by its predecessor the National Liberation Committee. On September 2, 1945, the provisional government announced itself to the people and declared the birth of the Democratic Republic of Vietnam, later became the Socialist Republic of Vietnam.
From 1946 to 1975, the Government focused on stabilizing people’s lives. Under the leadership of the Party, the Government, the army, and citizens fought for the cause of national reunification. After national liberation, the Government focused on national reconstruction and economic development, dealt with the consequences of war, restored production and business, and continued to defend national borders and fulfill international obligations.
From a country plagued by famine, Vietnam became self-sufficient in food production and began to export rice. Today Vietnam is one of the world’s leading rice exporters. These achievements changed the socio-economic landscape, lifted Vietnam out of poverty, and developed a socialist-oriented market economy.
The 6th National Party Congress in December1986 opened a new era of renovation, integration, and national development for Vietnam. The Council of Ministers, known after October 1992 as the Government, successfully directed all levels, sectors, and localities to implement economic reforms on three pillars: abolishing bureaucratic subsidies, developing a multi-sector and multi-ownership economy, and opening the country to international integration.
Prime Minister Pham Minh Chinh said: “From an aid-dependent economy under blockade and embargo, Vietnam has become an open, dynamic, creative economy, among the fastest-growing in the region and the world, one of the top 15 destinations for foreign investment, and one of the top 20 economies in global trade. Vietnam has mobilized resources to effectively implement social security and welfare policies, achieve sustainable poverty reduction, and steadily improve people’s lives. Vietnam has been recognized as a successful model in implementing the Millennium Development Goals (MDGs), reaching the poverty reduction target 10 years ahead of schedule.”
Vietnam has signed 17 Free Trade Agreements, established diplomatic relations with nearly 200 countries, and built a comprehensive partnership, a strategic partnership, or a comprehensive strategic partnership with 38 countries, including all 5 permanent members of the UN Security Council. These accomplishments have enabled Vietnam to reach a position, strength, and international prestige unprecedented in its history.
One of the primary current tasks of the Government is to streamline the political apparatus, build a two-tier local government model, and achieve the centennial strategic goals set out in the Resolution of the 13th National Party Congress.
Prime Minister Chinh said: “The Government is concentrating on implementing three strategic breakthroughs, establishing a new growth model, restructuring the economy, accelerating industrialization and modernization, and building new production forces. The government is resolutely carrying out the Politburo’s four strategic Resolutions on breakthroughs in science and technology, innovation, and digital transformation; international integration; law-making and enforcement; and private-sector development. The Government is rapidly finalizing plans to be submitted to the Politburo for breakthroughs in state-owned economic development, education and training, public healthcare, and cultural development.”

Lessons from history
Over the last eight decades, successive Governments, together with citizens and soldiers nationwide, have shown strong determination, great effort, and decisive action to obtain tremendous achievements in all fields. Prime Minister Pham Minh Chinh said the Government can draw several valuable lessons today. “Entering a new stage of development, in the context of intertwined opportunities and challenges domestically and globally, under the leadership of the Party, the Government upholds the spirit of being the servant of the people and placing the interests of the people above all. Whatever benefits the people must be done with all effort. Whatever harms the people must be avoided at all costs. The Government is determined to uphold the glorious tradition of its predecessors, overcome all difficulties, innovate continuously, act decisively and with courage, confidence, self-reliance, and resilience, and strive to achieve the two centennial strategic goals set by the 13th National Party Congress.”
Prime Minister Pham Minh Chinh said that over the last eight decades, the Government has advanced steadily on one path in a spirit of solidarity, compassion, willpower, courage, confidence, aspiration, respect for time and intelligence, and decisiveness. The Government, ministries, sectors, localities, and the people will work together to achieve the strategic goals and lead Vietnam into a new era in which it will be an equal among the world’s great powers.
