(VOVWORLD) - Resolution 18 of the Party Central Committee on “Several issues regarding the continued reform and re-organization of the political apparatus for effectiveness and efficiency” is being implemented at all levels, sectors, and localities across Vietnam. This resolution plays a crucial role in building a capable and qualified contingent of cadres to meet the country’s development requirements.

Speaking at a training program in October 2024 on Vietnam’s era of national rise for cadres nominated to the membership of the 14th Party Central Committee, Party General Secretary To Lam said “cadres and cadre work are of paramount importance” in all matters.

Cadres are the foundation of all tasks and are the decisive factor in the success or failure of the revolution. It’s an urgent requirement to build a competent cadre contingent to lead the country into the new era of rise, Mr. Lam stressed.

Streamlining workforce, ensuring effective cadre performance

Vietnam has in recent years set up a rational personnel structure in terms of age, gender, ethnicity, and professional fields. The planned cadre sources are relatively abundant, basically ensuring generational transition. Professional training has been done regularly for specific job titles, planning positions, and purposes, particularly those at the strategic level.

Major orientations, principles, and solutions related to cadres have been realized through regulations and processes that ensure democracy and compliance. The cadre appointment process has become increasingly transparent and open.

However, personnel work must go beyond mere staffing and focus more on building a truly exemplary cadre contingent, who have an innovative and creative mindset and dare to think, act, and take responsibility for the common interests.

One of the overarching goals set out in Resolution 18 is to improve the quality and effective use of cadres, civil servants, and public employees. The Resolution mandates tight control over staff quotas for organizations of the political system, based on organization classification, job position requirements, and specific assessments of staffing needs.

Resolution 18 underscores the importance of establishing, refining, and implementing a fair, transparent, and democratic mechanism for appointing, promoting, and recruiting cadres and civil servants to attract virtuous and talented persons to work in agencies of the political system.

Speaking at the national conference on the implementation of Resolution 18 in December 2024, Party General Secretary To Lam emphasized the parallel work of streamlining and restructuring personnel with adequate qualifications and capacities. Streamlining means eliminating unnecessary positions and ineffective work and focusing resources on key areas and truly deserving individuals. There must be concrete plans to train and retrain cadres both before and after the restructuring process.

General Secretary Lam told a session reviewing the implementation of Resolution 18 on November 19, 2024 that it’s necessary to streamline the organizational apparatus and restructure the cadre force with appropriate staffing qualification and quotas.

“This requires bold, renewed methods in recruitment, training, appointment, promotion, rotation, transfer, and evaluation of cadres with a results-based approach,” said Mr. Lam, adding, “There are no prohibited zones or exceptions in cadre evaluation. An effective mechanism must be in place to sort out those lacking the required qualities, capacity, and credibility, while appropriately using persons with outstanding capabilities.”

A human resource revolution

During his lifetime, President Ho Chi Minh repeatedly emphasized the crucial role of cadres and cadre work. He said: “Cadres are the root of all work,” and “All tasks succeed or fail depending on the quality of cadres.” Therefore, a cadre force must be built that is both morally upright and professionally competent.

Vietnam’s current efforts to streamline the political apparatus reflect a consistent directive stance, a strong political consensus, and a resolute determination on the part of the Party and State.

The revolution of streamlining the political apparatus under the leadership of Party General Secretary To Lam aims to comprehensively overhaul the organizational apparatus, fully harness human potential, and generate a driving force for the nation to advance into the new era of rise.

Successful implementation of this streamlining drive will enable the entire nation to make a breakthrough in building a prosperous, strong, democratic, equitable, and civilized socialist Vietnam, fulfilling President Ho Chi Minh’s aspiration for Vietnam to stand on a par with global powers.

Vietnam is entering a new development phase with abundant opportunities and formidable challenges. Building a capable cadre force is a prerequisite for achieving Vietnam’s development goals.
