A eulogy at the memorial service said: "Running through Comrade Nguyen Phu Trong’s thought is the people, the wholehearted and all-out service to the people, the development of the new socialist citizenry, and the unceasing consolidation of solidarity and unity, firstly within the Party, great national unity, and pure international solidarity."

Vietnam has made significant progress over the past seven years of implementing the 12th Party Central Committee’s Resolution 18 on reforming and reorganizing the political system. However, the system remains cumbersome, and its effectiveness and efficiency have yet to meet expectations. At a Party Central Committee meeting on November 25, General Secretary To Lam urged Party committees, organizations, and agencies at all levels, particularly leaders and heads, to lead by example, act proactively, and demonstrate determination in fulfilling their assigned tasks. He emphasized the need for simultaneous action, stating that "the central level should not wait for the provincial level, the provincial level should not wait for the district level, and the district level should not wait for the grassroots level." The plan for reorganizing the apparatus must be submitted to the Party Central Committee in the first quarter of 2025. Import-export turnover reached a record high of 800 billion USD, with a trade surplus of nearly 23 billion USD, the highest ever. Foreign direct investment (FDI) inflows into Vietnam exceeded 31 billion USD, placing Vietnam among the top 15 developing nations attracting the most FDI globally. Amid a fluctuating global economic landscape, this achievement not only lays a solid foundation for development next year but also highlights the dynamic growth trajectory of the Vietnamese economy.
5. Key leadership positions filled, no off-limits zone in handling cadres’ violations

In 2024, Vietnam filled key leadership positions with a broad consensus to enhance governance and ensure stable national development. The Party Central Committee elected Politburo member and President To Lam as Party General Secretary with unanimous support. The National Assembly elected Tran Thanh Man as its Chairman and Luong Cuong as State President.
Priority continued to be given to Party building and rectification, as well as the fight against corruption and negativity. Several high-ranking officials faced disciplinary actions or criminal charges, reinforcing the principle of "no off-limits zones, no exceptions" and underlining the commitment to a transparent and strong political system.
6. Typhoon Yagi causes serious consequences in the North

Typhoon Yagi, accompanied by strong winds of nearly 200kph, devastated northern Vietnam in September. The typhoon, the most powerful in the East Sea in 30 years, and its subsequent flash floods and landslides killed 323 people and left 22 missing and nearly 2,000 injured. Economic loss was estimated at more than 3.2 billion USD. The government took proactive actions early to address the typhoon’s aftermath, restore infrastructure, and stabilize people’s lives.
In times of natural disasters, the Vietnamese people’s tradition of mutual assistance was upheld. Charitable activities spread nationwide to help disaster-stricken communities recover.
7. Breakthroughs made in strategic transportation and energy infrastructure projects

Strategic projects in transportation and energy have been driving economic development, ensuring sustainable energy, and affirming a strategic vision for Vietnam’s sustainable growth. To date, more than 2,000 km of expressways have been put into service. Vietnam aims to have 3,000 km of expressways by 2025. The 500kV Quang Trach-Pho Noi transmission line project was inaugurated in 2024.
The National Assembly passed a resolution on the investment policy for the North-South high-speed railway project, aiming for completion by 2035. The legislature also decided to restart the Ninh Thuan nuclear power project to ensure energy security and achieve net-zero emissions by 2050. For the first phase of the Long Thanh international airport project, the National Assembly agreed to build two runways and a passenger terminal with a capacity of 25 million passengers and 1.2 million tonnes of cargo annually.

With two regular sessions and two extraordinary sessions in 2024, the legislature decided on numerous important issues including those related to legislation and supreme oversight. Lawmakers passed a total of 18 laws and 21 resolutions and allowed the Land Law, Housing Law, and Real Estate Business Law to take effect five months earlier than scheduled, from August 1, 2024. Important amendments to the Investment Law, Public Investment Law, and Planning Law were passed to resolve institutional bottlenecks, promote decentralization, and unleash production potential.

Prime Minister Pham Minh Chinh called on organizations and people from all social strata to take part in the campaign, aiming to eliminate 153,000 makeshift and dilapidated houses across the country by December 31, 2025.
The Prime Minister urged ministries, sectors, and local governments to provide housing support for people with meritorious service to the revolution, the poor, and near-poor households.

These fluctuations call for stronger policies to curb speculation, promote long-term investment, and ensure the development of the markets align with the interests of both the people and the economy.
