A pure agricultural village, Thuy Ninh has not earned much from rice production due to rice’s low economic value. Local authorities have encouraged people to restructure their crops and animal husbandry for higher profit as part of their implementation of the national program of new rural development. Pham Van Ngo, Thuy Ninh communal Party Secretary, told VOV: "High productivity sometimes does not mean great economic value. So we’ve switched to growing more profitable crops in addition to rice."

Thuy Ninh commune’s cooperation with the Thai Binh Seed Corporation over the past few years has breathed new life into the commune’s agricultural production. Instead of growing rice for food only, the local people have focused on producing seed rice. In 2012, Thuy Ninh churned out 800 tons of seed rice, earning a net profit of 50,000 USD. Ngo again: "Around 100 hectares are being reserved for seed rice production and we aim to expand this model. This is an obvious model of commercial agricultural production."

Thuy Ninh farmers have also been doing well with their pig farming model. A decade ago, Thuy Ninh reserved 12 hectares of Chieu To for pig husbandry. Many households in Thuy Ninh have become better-off thanks to this initiative. Ngo told VOV: "We started everything at the same time in 2008: upgrading the local infrastructure and restructuring crops and husbandry, with a focus on the latter. Each farm of 0.5 to 1 hectare now can earn up to 10,000 USD in revenue from raising chickens, pigs, geese, and rabbits. All the farms are developing quite well."

From a swamp, Chieu To has become an immense green area with husbandry farms, fish ponds, and fruit trees. Nguyen Van Hong and his wife run their 1000 square meter farm in Chieu To mainly focusing on pig husbandry. With an investment of 25,000 USD, Hong’s farm now earns him annual revenues of 10,000 USD. Hong told VOV: "Many people laughed at us when we began our business, because this used to be a swamp. Everything was submerged in water. They did not understand why we chose such a difficult way to live."

Local households with large scale husbandry in Thuy Ninh are given land and capital to expand their farms. Every year Thuy Ninh organizes 10 training courses to provide local farmers with up-to-date husbandry techniques. The communal authorities are now investing in improving the quality of breeds and applying modern technologies to increase the profitability of local farm products.
