The Politburo’s Conclusion 14 a strategic policy document, while the Government‘s Decree 73 is a clear legal corridor to encourage and protect officials who are dynamic, innovative, creative, dare to think, dare to do, dare to make breakthroughs, and dare to take responsibility for the country's development.

The Politburo’s Conclusion 14 is considered a "new breeze" that positively impacts social psychology and creates trust, aspirations, and the will to strive to overcome difficulties for officials and Party members. Party committees and organizations at all levels across the country consider the Conclusion an imperative, a top driving force for national development in the new situation.
Ha Thi Bich Hong, Secretary of the Vo Nhai district Party Committee in Thai Nguyen province, said that Conclusion 14 gives local Party officials and members more confidence in expressing their ideas for the benefit of the community.
"The Conclusion is timely and necessary. There must be a political fulcrum for Party officials and members. The Conclusion points out clear views on protecting officials who dare to think and do, encouraging and motivating officials to have more energy and motivation to carry out tasks in a spirit of creativity for the common benefit," said Hong.
Conclusion 14 is truly a testament to the political will of the Party and State to build a contingent of cadres who dare to think, dare to do, dare to make breakthroughs, and dare to take responsibility.
Along with the Conclusion, the Vietnamese Party and State have adopted several resolutions, directives, and regulations on the evaluation, appointment, and use of cadres which have new thinking, foresight, and vision and are of strategic importance to personnel work. In 2012 the Party Politburo adopted Regulation 41, which for the first time stipulates the dismissal and resignation of cadres.
…to Decree 73
Government Decree 73 stipulates encouragement and protection for the cadres, managers, office holders, and representatives of the state capital in enterprises, who have innovative and creative thinking, dare to do and dare to take responsibility in exercising their responsibilities and tasks.
They dare to remove and resolve bottlenecks in mechanisms and policies which are not stipulated in legal documents to bring practical value and efficiency, create strong changes, and contribute to the common development.
The cadres are encouraged and protected on the principles of having innovative and creative proposals which are implemented with the approval of the employing agency in line with the provisions of law, and they will be recognized, honored, and rewarded accordingly.
Luu Binh Nhuong, Deputy Head of the People's Aspiration Committee of the NA Standing Committee, said: "The Decree has met public expectations and created motivation for people who are capable, qualified, honest, dare to fight, dare to sacrifice for the common good, for the benefit of the organization, and are ready to fight against negative things in their current public service."
The Decree stipulates that the encouragement and protection of cadres must be implemented promptly, democratically, openly, and transparently for the right persons and follow the procedures of relevant regulations and laws.
Agencies, organizations, officials, and individuals are not allowed to take advantage of policies and measures to encourage or protect cadres in carrying out or covering up corrupt, negative, or profiteering acts, or affect the implementation of political tasks to negatively impact people's lives or the operation of enterprises.
