According to international trade negotiation practices, an agreement is made public after all legal review procedures have been completed. However, due to strong public demand to study the trade pact, the TPP countries decided to release the document. There might be some technical changes in the final version, but they will not affect the commitments made by TPP members.

The release of the TPP document came one month after negotiations concluded.

The text details the commitments made by all TPP member countries. The TPP will take effect within 60 days after all members announce they have completed their own legal review procedures. After releasing the final text, each country will allow its people to review the pact for 60-90 days before signing it. After that, the document will be ratified according to each country’s laws.

The TPP started out as the Pacific-4 comprising Chile, New Zealand, Singapore and Mexico. The US joined in September, 2008, and Vietnam in early 2009. The deal now brings together 12 countries: Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the US, and Vietnam. It is expected to improve local living standards, reduce poverty, improve transparency, and protect labour rights.
