The National Assembly requested that local governments in the newly established provinces and cities begin operation on July 1, 2025.  

Vice Chairman of the National Assembly Nguyen Khac Dinh spoke at the National Assembly’s 9^th session on Wednesday. “The deputies fully agree with the policy and plan to arrange provincial-level administrative units in 2025. They said this is a very big policy, a major event of the Party and State, with a sacred historical and political significance that history has given the 15^th National Assembly deputies the right to vote and pass the Resolution,” Dinh said. 

“The merged provinces will be larger in size, have more diverse natural conditions and resources, and the ability to plan large-scale socio-economic development, attract stronger investment, and reorganize production and service spaces in a reasonable and sustainable manner," Deputy Nguyen Thi Thu Ha representing Quang Ninh province said.

"The reorganization of administrative units will create favorable conditions for restructuring the system of administrative agencies at all levels, improving governance efficiency and service quality for people and businesses. This is also an opportunity to promote institutional reform, fine-tune the model of a streamlined, modern, transparent, and professional local government,” according to Ha.
