Administrative reform in Hung Yen has been carried out from the provincial to grassroot levels. Most administrative documents received at the one-stop shop at Minh Duc ward, My Hao town, have been digitized. In Q2, 94% of the documents were digitized, making Minh Duc a role model in the province.
“I’m very impressed with the benefits of digitization. As the documents I submitted were scanned and stored in the national public service portal, I don’t need to bring them along on the next visit,” said Phan Thi Thanh Tuyen, a local resident.
84.6% of documents received at Hung Yen’s administrative agencies have been handled digitally. On June 19, two more public services went online, covering birth and residence registrations, provision of health insurance to children under 6, death declarations, and financial support for funerals. To date, all 25 essential public services have gone online in Hung Yen.
In July, the provincial Intelligent Operation Center (IOC) debuted. Tran Van Thang, Deputy Chief of Staff of the Hung Yen People’s Committee and the OIC Director said the center aims to reduce administrative work and ensure transparency so as to build a friendly, efficient, and timely administration.
“The IOC is considered the brain of the province as it collects data and connects with all local departments, sectors and localities,” said Thang.
Improving public administrative services and streamlining administrative procedures have greatly contributed to the flexible operation of businesses which are facing a lot of challenges.
“As a frequent visitor to the provincial public administrative service center, I found all the facilities here very convenient. The staff are dedicated and administrative procedures have been significantly simplified. I’m satisfied,” said Do Xuan Thu, a local entrepreneur.
Pham Minh Hung, Director of the Administrative Reform Department of the Ministry of Home Affairs praised improvements in Hung Yen’s administrative reform.
“High administrative reform indexes have reflected Hung Yen’s efforts. I’m impressed by its management of the administrative reform process index, the administrative procedure reform index, and the public administrative reform index. These are the 3 most important of the 8 component indexes.”

Hung Yen aims to satisfy at least 90% of its people and businesses with its efficient administrative procedures, and with all documents easily available on the provincial administrative procedure information system. It also intends to bring all administrative procedures fully or partly online in accordance with current regulations, 80% of which are integrated in the national public service portal.
“We’re determined to realize all programs and plans, which will be updated regularly, to ensure transparency and meet the needs of people and businesses. Good provincial indexes depend on good indexes from each department, sector, and locality,” said Tran Quoc Van, Chairman of the provincial People’s Committee.
Administrative reform contributes significantly to Hung Yen’s effort to improve its business and investment climate and its position on the provincial competitiveness index.
