Members of community-based teams for COVID-19 response are drawn from social organizations and volunteer groups.

They work with health workers, the armed forces, and local officials to monitor travel in and out of residential areas, keep locals informed of current epidemic regulations and preventive measures, and connect disadvantaged people with charity and humanitarian programs.

Dang Thi Cuc, leader of a team in Ba Dinh district, said, “We usually work 30 minutes at 10:30 a.m. and again at 5:30 p.m. reminding people to follow all COVID-19 prevention measures and not to gather in large groups. We talk to all the landlords in the residential area. On Wednesday, Thursday, and Sunday evening, team members take turns asking new tenants to complete health declarations.”

Bui Thanh Xuan, Chairman of the People’s Committee of Phuc Xa ward, said the teams lead the way encouraging people in COVID-19 hotspots to strictly follow preventive measures.

“The community teams in our locality keep lists of COVID-19 cases, and have worked closely with local police in collecting health declarations from anyone who has had contact with any COVID-19 patient or people coming from affected areas,” said Xuan.

In addition to leaflets and mobile loudspeakers, community COVID-19 teams have used social platforms like Zalo and Facebook to disseminate epidemic information.

Le Ngoc Bich, Deputy Chairwoman of the People’s Committee of Trung Liet ward, said, “Our community COVID-19 teams are very effective. Local officials who know the area help us trace the movement of people, and check anyone arriving from an epidemic hotspot.”

Hanoi has established about 10,000 community-based teams for COVID-19 prevention and control.
