The Government Party Committee, under the direction of Party General Secretary To Lam, proposed the Politburo to give cash gifts to people on the historic occasion, and the Politburo approved this policy, demonstrating the Party and State’s deep concern for all people.

The Prime Minister requested the Ministry of Finance, the State Bank of Vietnam, the Ministry of Public Security and the People's Committees of provinces and centrally run cities to coordinate in reviewing the recipients of gifts and delivering gifts by appropriate means (bank transfer or directly), which must be completed before September 2. The Ministry of Finance shall preside over and coordinate with relevant agencies to arrange appropriate funding sources for implementation, ensuring state budget balance.

The State Bank of Vietnam was asked to ensure the payment and cash systems meet the requirements in a timely and smooth manner, without missing anyone and without duplication. The People's Committees of provinces and centrally run cities shall closely coordinate with the Ministry of Public Security, the Ministry of Finance, and the State Bank of Vietnam to organize the timely and safe delivery of gifts to people, ensuring progress as required.
