(VOVworld) - The revised draft of the 1992 Constitution has received comments from Vietnamese people at home and overseas. Speaking to VOV correspondents in the US, Overseas Vietnamese hoped to contribute to building a state governed by law in line with Vietnam’s development and integration process. Lawyer Dinh Viet Tu who lives in California says: “I think the Constitution needs to balance the rights of the State and the people. People’s rights are reflected in any mechanism stipulated in the Constitution including respecting the National Assembly’s supervisory role. I’m very happy with the National Assembly’s increasingly active role however the judicial activities have not been appropriately assessed. So, the National Assembly should make the Constitutional amendments more feasible and appropriate to the citizens”.

Pham The Hoang, an expert of the International Monetary Fund in the US, suggested that the Committee on Drafting Constitutional Revisions clearly explain issues to be revised and the reasons for the revision. “There are some positive changes in the revised Constitution including equality between economic sectors. Literary words should only be used in the preface, not in specific articles. Article 4 on the Party leadership is too long. It’s unnecessary to say that the Communist Party of Vietnam is the vanguard of workers, farmers and intellectuals as the core of Article 4 is to affirm that the Communist Party of Vietnam is the sole Party leading the Vietnamese State and society. That’s enough”, said Mr. Hoang.

Nguyen The Anh, President of the Vietnamese Students and Youth Association in Washington DC, proposed that the State promote independent thinking and increase investment in scientific and technological development.
