The initiative is designed to accelerate comprehensive digital transformation, increase productivity and operational efficiency, improve resilience to market fluctuations, and enable deeper integration into regional and global value chains.

The plan targets supporting at least half a million SMEs by 2030 through a range of measures, including readiness assessments, pilot programs for digital products and solutions, advisory services, and digital skills development. Of these, at least 300,000 SMEs are assisted in adopting digital technologies, platforms, and AI applications.

In addition, the plan aims to establish a group of 200 exemplary digitally transformed SMEs in key sectors like science and technology, processing and manufacturing, agriculture, healthcare, trade, logistics, finance, education, and tourism.

A nationwide network of digital transformation consultants will be formed, comprising at least 500 qualified organizations and individuals. These consultants, required to meet strict standards of professional expertise and practical experience, will support SMEs throughout their digital transformation journey.
