To be built on a 3,000 square meter plot of land within the Vietnam Military History Museum, the monument will include a common symbol of the help and sacrifice of military experts from foreign countries; a memorial in tribute of military experts from the Soviet Union (now Russia), China, Laos, Cambodia, and Cuba; and a bas-relief. Surrounding area is green space and lawn.

The Communication and Training Department has been coordinating with the Vietnam Military History Museum and the Foreign Affairs Department to invite leading domestic sculptors to research and prepare sketches of the statues of the five countries and seek comments from these countries.

Senior Lieutenant General Chien requested the units to speed up the progress so as to complete the first group of statues before August 15. The entrance area and the central campus, where the statues are displayed, will be finished before August 10.
