In his address, Deputy Prime Minister Nguyen Hoa Binh said the development of an international financial center is a strategic choice that enables Vietnam to proactively engage with the global economy and seize opportunities arising from the restructuring of global capital flows.

He noted that operating such a center is new, complex, and unprecedented for Vietnam, requiring a governance mindset that is “accompanying and enabling,” with regulations regularly reviewed, updated, and refined.
