The leaders said that the newly established framework would strengthen people-to-people, economic, policy, transportation, and interregional connectivity between the two countries.

They pledged to deepen political trust, boost defense-security cooperation, and expand collaboration in defense industry and military technology. Both sides agreed to effectively implement the joint action plan on economic and trade cooperation for 2023–2025 and outlined a vision toward 2030, targeting bilateral trade of 5 billion USD.

General Secretary To Lam proposed establishing a Vietnam trade representative office and a Vietnam–Kazakhstan Business Council to enhance trade, investment, and business cooperation.

Following the talks, President Tokayev presented the first-class Order of Dostyk to the Vietnamese leader.

In a joint statement, both countries pledged to strengthen cooperation in politics and diplomacy; expand ties in defense, security, and justice; and promote substantive collaboration in economics, trade, investment, finance, agriculture, digital transformation, transport, and energy.

The same day, General Secretary To Lam chaired the Vietnam–Kazakhstan Business Roundtable, where he outlined six favorable conditions to enhance bilateral trade and investment ties. These included the growing bilateral ties, their openness to global markets, their ability to adapt to international trade principles, and being members of the Free Trade Agreement between Vietnam and the Eurasian Economic Union.

The Party leader said Vietnam highly values Kazakhstan’s role in Central Asia and looks forward to boosting trade and investment cooperation between the two business communities to double bilateral trade to 5 billion USD by 2030.

“I encourage businesses from both sides to develop and integrate into global value chains, connecting our countries to broader international markets. Participating in the forum are Vietnamese enterprises that have experience and capacity in sectors where Kazakhstan has strong demand and cooperation potential, such as oil and gas, energy, agriculture, minerals, chemicals, tourism, and textiles,” he noted.

Kazakhstan’s Deputy Prime Minister Yermek Kosherbayev expressed his country’s interest in strengthening cooperation in the development of e-government, sharing best practices, deploying next-generation digital services, and integrating artificial intelligence into public administration.

General Secretary To Lam and Deputy Prime Minister Kosherbayev witnessed the signing and handover of several cooperation documents, including a Certificate of Overseas Investment issued by Vietnam’s Ministry of Finance to Aviation Holdings Company (a Vietjet affiliate) for its strategic share acquisition in Qazaq Air.

To mark the occasion, Mareven Food Company, a Vietnamese enterprise in Kazakhstan, presented a symbolic donation of 10 ambulances to the Kazakhstan government.
