Speaking at the conference, UN Secretary-General Ban Ki-moon said that the New York Declaration represents a breakthrough in the collective efforts of the UN and its partners to create a stable mechanism, and protect the human rights of migrants and refugees. According to the United Nations High Commissioner for Refugee statistics, there were 65.3 million homeless people in 2015, the largest number since World War II, of which 21.3 million people were refugees and 41 million migrants.
