It is the first global document to tackle the issue and reduce human smuggling and trafficking.

The pact includes 23 goals to ensure legal migration. Some 250 million people around the world, or 3% of the global population, are migrants, according to the UN. 

The compact is set to be officially adopted in a conference in Morocco on December 10-11.
