The 193-member General Assembly passed the resolution with 191 votes in favor. The US and Israel voted against. Representatives of the Non-Aligned Movement, the G77 group, the Caribbean Community, the Common Market of the South (MERCOSUR), and the Organization of Islamic Cooperation, strongly condemned the US embargo, declaring that it violates the international law and the UN Charter. They demanded that the US honor the resolution and immediately end its illegal embargo. They praised Cuba’s contributions to building a better world, particularly in healthcare.

Ambassador Nguyen Phuong Nga, head of the Vietnam Mission to the UN said the imposition of embargo on Cuba is an unilateral and unjust act which goes against international law and the principles of the UN Charter. Vietnam supports the UN resolution, calling on the US to fully lift its embargo and take necessary steps toward full normalization of relations with Cuba.
