(VOVworld) – Ukrainian President Petro Poroshenko convened a meeting of his top generals on Tuesday, following talks on ending clashes in eastern Ukraine faltered.

The Ukrainian President’s Office quoted Poroshenko as telling members of Ukraine’s National Security and Defense Council that they need to decide on a clear plan to strengthen their defense in case the conflict escalates.
Poroshenko sent his personal envoy to the talks on Tuesday to discuss a new weapons withdrawal agreement with opposition forces and Russian negotiators. The EU-mediated talks collapsed after Kiev refused to pull back its forces from 4 strategic sites.
