Party leader To Lam speaks at a meeting in Hanoi on July 4, 2025, to review the operation of the two-tier government model.

Acknowledging that much work remains and that challenges may still arise, he urged provincial and municipal Party Committees to strengthen leadership and oversight to ensure all assigned tasks are completed without delay or omission, in order to better serve citizens and businesses.

The Party leader also urged a prompt review of assigned responsibilities and swift resolution of any arising issues. 

“We must enhance public communication and guidance so that the people clearly understand the regulations, locations, and procedures of the newly organized State and local agencies. This will help maintain and strengthen public consensus on implementing the two-tier administrative unit model. At this early stage, people across the country are showing enthusiasm and optimism. We can only do better from here,” Mr. Lam said.
