Host President Ukhnaagiin Khurelsukh welcomed the Vietnamese top leader right as his motorcade stopped. Mongolian children presented flowers to General Secretary and President To Lam.

Afterwards, the host invited the guest to step onto the podium of honor. A military band played the Vietnamese National Anthem and the Mongolian National Anthem. Both leaders then inspected the guard of honor.

The Vietnamese top leader wrote in the guest of honor book, "Vietnam-Mongolia have passed 70 years of major development cooperation achievements. Today (September 30), the President of Mongolia and the General Secretary and President of Vietnam jointly announced the elevation of the relationship between the two countries to a Comprehensive Partnership, which will open a period of new development cooperation, which is more substantive, effective, comprehensive and long-lasting for the prosperous and happy lives of the two peoples."

After the welcoming ceremony, President Ukhnaagiin Khurelsukh privately received General Secretary and President To Lam according to traditional Mongolian protocols. Then, both held talks and witnessed the signing of cooperation documents.
