Seoul's top nuclear envoy Lim Sung Nam left Tuesday to discuss with the US how to maximize diplomatic efforts and coordination to block North Korea's launch. South Korea says if North Korea persists with its missile plan, the United Nations will convene the Security Council to discuss a suitable response.
