Mr. Kelin criticized Ukraine for not providing full information on the location of withdrawn weapons. Kelin asked the OSCE to monitor the Ukraine’s army 2nd phase of heavy weapons withdrawal, and hailed progress in the agreement’s implementation, as mortar attacks have considerably decreased recently.
