(VOVworld)- The Head of the National Assembly’s Law Committee, Phan Trung Ly, on Tuesday presented a report on the opinions of National Assembly deputies and voters about revisions to the 1992 Constitution, which are expected to be approved at this year-end session. In regard to the country’s name, the report affirmed that it is necessary to keep the current name as “Socialist Republic of Vietnam” reflects  the Vietnamese Party and people’s consistent goal of building socialism in Vietnam. Concerning the nature of the state, the Drafting Committee for Constitutional Revisions has proposed stipulating that state power belongs to the people, with the alliance of workers, farmers and intellectuals the foundation. According to the report, all people and National Assembly deputies agreed to stipulate the leading role of the Communist Party of Vietnam in the Constitution. Regarding the economic regime, the Committee agrees with the stipulation that the Vietnamese economy is a socialist-oriented market economy with multiple economic sectors and the State economy playing the leading role. This stipulation aims at further clarifying the socialist orientation and the key role of the state economy. Mr. Ly says:“The Drafting Committee for Constitutional Revisions realizes that the State economy plays an important role in guiding and regulating the market economy in Vietnam. This stipulation reflects the economic infrastructure of socialism in Vietnam. Hence, the Constitution needs to constitutionalize the leading role of the State economy”.

Most people, National Assembly deputies and organizations agreed on the need to reform the structure of local administrations to institutionalize Party resolutions and meet national development needs. Mr. Ly says: “The organization of local administrations in the Socialist Republic of Vietnam must be based on the characteristics of rural, and urban areas, island, and special administrative-economic units. People’s Councils and People’s Committees are set up to fulfill the tasks and functions and have the authority of local administrations as stipulated by law”

The National Assembly’s Standing Committee on Tuesday presented the draft of a Resolution on the implementation of Constitutional revisions. The Resolution says the revised 1992 Constitution will come into force as of the day the President announces. State agencies will continue their work until they are replaced by the agencies specified in the revised Constitution.

In a report on anti-corruption efforts in 2013, Government Inspector General Huynh Phong Tranh said that corruption has seen no sign of declining and is still reportedly taking place in several sectors, levels and areas. In 2013, the Inspection sector detected 80 corruption-related cases involving nearly 6 million USD. A representative of the National Assembly’s Judiciary Committee said the report failed to describe the full spectrum of corruption in Vietnam or mention role models in fighting corruption, or list the areas with the most corruption cases.
