According to the ASEAN Secretariat, this report was released after a meeting of leaders of regional organizations and multilateral organizations chaired by UN Secretary General Ban Ki Moon. Three main issues discussed at the meeting were peace, peace building and peace operations.

In his speech, Le Luong Minh, Secretary-General of ASEAN, said building and maintaining peace in South East Asia is one of the most important goals of ASEAN. Minh said ASEAN is the long-term partner of the UN for peace purposes.
