In the document, the Prime Minister urged cities and provinces to be active, innovative and flexible, enabling them to go stricter than social distancing rules specified by Directive 16 to prevent the virus spread more quickly.
Localities applying Directive 16 must uphold clear, strict, solid and efficient pandemic control measures. Sufficient supply of medical equipment and personnel resources must be made available.
The Ministry of Health and provinces will ensure full vaccination for frontliners. Basic necessities for the public, especially the poor and the unemployed must be sustained to ensure social law and order.
