The city's report said the socio-economic indicators in the first 8 months of 2025 were higher than the national average. GRDP in the first half increased by 11% over the same period. The index of industrial production (IIP) in 8 months went up 11.5%. Total export turnover was estimated at 31.8 billion USD, up 6.2%.
The Deputy Prime Minister requested that the city develop on the basis of key pillars like seaport industry, logistics, and inland waterways, boost processing and manufacturing industries, renewable energy, high-tech agriculture, marine economy, services, trade, tourism, digital transformation, and innovation.

As Hai Phong is the gateway to the East Sea, with convenient transportation and potential for industrial and commercial development, the Deputy Prime Minister urged the city to refer to international experience and apply it appropriately to the local planning conditions.
He stressed the need to build a Free Economic Zone, select strategic investors with high technology coupled with science and technology transfer for rapid and sustainable development.
Deputy Prime Minister Phoc said he hopes that Hai Phong will continuously innovate, remove obstacles, implement strategic infrastructure projects, improve the quality of healthcare and education, boost the application of information technology, digital transformation to enhance the efficiency and quality of management and operation.
