(VOVWORLD) - The Ministry of Home Affairs is collecting comments on a draft Decree on policies to attract talented people to work in state administrative agencies and public services.

Nguyen Tuan Ninh, Director of the Department of Civil Servants and Employees under the Ministry of Home Affairs, says that the decree will stipulate specific regulations for ministries and agencies to attract talents.

Mr. Ninh said: "The decree covers policies on the working environment and equipment as well as personnel planning and appointment. Talented people will be prioritized, considered, and appointed to the positions of leadership, management, or leading experts in their field of work regardless of the number of years of work. Policies on salary and welfare are also proposed. Talented people are offered house rents or living in state houses or borrowings to buy houses in installments under guarantees from agencies, organizations, and from the Social Policy Bank with preferential interest rates according to Government regulations. The decree also covers the policy on honor and reward and other regimes."
