He called for solutions to three backlogs: idle capital, debts owed on completed projects, and stagnant procedures.

Mr. Phuc said leaders of sectors or localities must take responsibility for clearing these bottlenecks and focus on disbursing nearly 28 billion USD of public investment capital.
