He made the remarks at a national training conference on Party building, state management, and the organization and operation of the Vietnam Fatherland Front and political organizations at the commune level, which concluded in Hanoi on Sunday.

Held in a hybrid format, the conference connected the main venue at the Ho Chi Minh National Academy of Politics with over 11,000 sites nationwide, drawing more than 1.5 million delegates.

PM Chinh noted that the two-tier model introduces a broader scope of management and more complex issues. He urged Party committees and local authorities to innovate, remain flexible, and demonstrate a strong sense of responsibility to the people and the nation. He also called on them to stay grounded in reality and listen closely to the public.

The Prime Minister expressed confidence that the new system would be implemented smoothly and effectively, ultimately delivering tangible benefits to the people.
