The action program is part of efforts to implement the Prime Minister’s Directive 7 dated 2024 on innovation in governance, improving production and business efficiency and strongly promoting investment and development of groups, general corporations, and state-owned enterprises.

Prime Minister Pham Minh Chinh said, “Human resources are pivotal, cadres are pivotal. The leaders of groups and general corporations are the elite. How must we use them in this difficult time in terms of trade? We must find every way to overcome and even do better. I hope the meeting will seek unanimous awareness, action, method, and way of doing things, to be determined to contribute to raising growth to above 8%, controlling inflation, generating jobs and livelihoods for people, and ensuring macroeconomic stability.”
