The Prime Minister requested ministers, heads of ministerial-level agencies, and chairpersons of People's Committees of provinces and centrally-run cities to direct the development, completion and comment on legal projects. 

Ministers and heads of ministerial-level agencies, who are assigned to preside over the drafting of legal documents, must ensure the best quality of draft legal documents and file documents, strengthen practical and effective methods of soliciting opinions, and provide full explanation to those affected by the documents.

The Prime Minister also requested strengthened policy communication in the process of making proposals to develop legal documents, so as to create social consensus and ensure that qualitative participation of the Vietnam Fatherland Front, people, and businesses in the process of crafting and promulgating legal documents.
