The Prime Minister urged members of the Government and the Steering Committee to strictly follow the Politburo's direction on decentralization and delegation of power in order to improve the effectiveness and efficiency of the political system's operations to meet the requirements of national development in the new era.

He requested the drafting of a decree on thorough decentralization and delegation of power to local authorities in all fields, following the motto "locality decides, locality acts, locality takes responsibility".

Studies should be conducted on separate decrees concerning specialized and specific sectors and fields to promote decentralization and delegation of power in state management there, according to the PM.
