This data must be appraised and incorporated into a report to be submitted to the Politburo by Friday and a Decree on decentralization and delegation of authority must be promulgated by June 15 at the latest. Chairing a government meeting on Thursday, Prime Minister Chinh emphasized the spirit of "locality decides, locality acts, locality takes responsibility," saying decentralization and delegation of authority must go hand in hand with resource allocation, implementation capacity, and feasibility, while strengthening oversight, inspection, and the fight against corruption and negativity.

A national conference to disseminate the Decree to localities must be held no later than June 18, as directed  by the Politburo, he said.
