After the filed trip, the Prime Minister worked with the Ministry of Health, other ministries, and Ha Nam province on these projects. He requested relevant agencies to clearly identify problems, especially errors from project formulation, design consultancy, appraisal, contract signing, construction and installation, as well as clearly identify the causes and responsibilities for the occurrence of these problems.

Prime Minister Chinh ordered the establishment of a Working Group led by the Minister of Health, with the participation of leaders of the Ministries of Planning and Investment, Construction, Finance, Justice and the Ha Nam Provincial People's Committee.

The working group must immediately re-evaluate the entire project implementation process, review legal procedures, total investment, implementation time and other difficulties, he said and requested that a solution plan must be ready within two months at the latest.
