He made the remarks at a meeting of the Central Steering Committee on Institutional and Legal Reform in Hanoi on Tuesday.

“Building and refining institutions and laws and overseeing their enforcement must be a central, ongoing, and regular task of all central agencies. Ministers and heads of ministerial-level bodies must personally lead and bear full responsibility for the quality of laws and policies under their purview,” the Party chief said.

He urged the Party Committee of the Ministry of Finance to continue developing a cohesive, practical, and market-aligned legal framework that ensures the State’s guiding, regulatory, and enabling role. The goal, he said, is to mobilize resources effectively to achieve double-digit economic growth during the 2026-2030 period.
