He emphasized that the Party and State continue to prioritize national defense, security, and social welfare, with practical measures to improve both the material and spiritual well-being of the people.

“The two-tier local administration model is still new and faces certain challenges, but is gradually proving effective. Greater efforts will be made to improve its performance to better serve the people,” Mr. Lam said. 

The Party leader underlined that decentralization and delegation of authority are being implemented on the principle that localities make decisions and take responsibility for quality, while central agencies focus on policymaking, inspection, and guidance.
